PROPOSED APPROACH <br /> A successful City Development Strategy (CDS) requires a broad coalition of local stakeholders and development partners to work together to develop the city strategy. The CDS must therefore reflect a broadly shared understanding of the city's socioeconomic structure, constraints, and prospects (the analytical assessment) and a shared "vision" for that city with agreed goals, priorities and requirements (the strategic plan of action). <br /> The proposed approach should enable the work on the design and production of the new City Development Strategy to result in process, transfer of know how and a product, while all ingredients together should identify ways of creating the conditions for sustainability of the city along following four main dimensions: (i) liveability; (ii) competitiveness; (iii) good management and governance; and (iv) economic development ability. <br /> It is also important that the work on the new City Strategy result into a high degree of ownership of the work by the staff of the City Hall of Focsani and the City Hall Management Level and creates all necessary foundations for the City administration staff to successfully monitor the implementation of the Strategy and undertake yearly evaluations and revisions whenever necessary in future. <br /> And last but not least, the proposed approach should include several working phases integrated into single structured framework and work programme, enabling the city administration to take active participation and become integral part of the development process.

CAHIER DES CHARGES<br /> TERMS OF REFERENCE FOR THE CONSULTANCY ASSINGMENT TO PREPARE CITY DEVELOPMENT STRATEGY<br /> 1. BACKGROUND<br /> The City of <br /> <br /> Focsani is a Capital of Vrancea County, belonging to Romanian South East Development Region, with population of 104,000 inhabitants. The City is situated on the Milcov River in the rich agricultural lowlands east of the East Carpathian Mountains and is located about 160 km northeast from Bucharest, the capital of Romania. The city serves as the commercial centre of 's principal grape-growing region, with growing SME sector and other industries including primary agriculture, diary, furniture and clothing.<br /> In light of Romania integration into EU, scheduled for 1 January 2007, the City Council has authorized the preparation of a new City Development Strategy (CDS) for the City of Focsani, with aims to create a new modern strategic development framework with long term goals originating from the vision for improving the life of the people and achieving economic growth, modernisation, prosperity and social welfare for the citizens of Focsani through successful participation in the favourable EU programmes that will become available in Romania after the accession into the EU.<br /> The new Development Strategy of the City of <br /> <br /> Focsani would as such become a departing point, over strategically defined period, for the City socio-economic development interventions and public investment initiatives and serve as driving engine for:<br /> • Improving the overall quality of life of the citizens of the City of <br /> <br /> Focsani;<br /> • Generating growth of the City economic potentials through sustainable economic regeneration programmes aiming towards jobs creation, technological modernisation, etc;<br /> • Modernisation of City infrastructure and public services delivery according to EU standards and best practices; and<br /> • Institutionalisation and promotion of principles and values of good governance encouraged by the European Union.<br /> The City Development Strategy will be wholly owned by local stakeholders. This Strategy will outline the stakeholders' vision for the city, analyze the city's prospects for development and identify priorities and processes for assistance to implement the strategy. The City Strategy will focus on the issues of greatest local concern for liveability, and the implied requirements in terms of enhancing city productivity, reducing poverty, improving management and enhancing financial sustainability.<br /> 2. PURPOSE AND OBJECTIVES OF THE CONSULTANCY ASSIGNMENT<br /> The purpose of this assignment is to provide technical assistance support to the City Hall of Focsani to formulate and design a new City Development Strategy focused on multi-annual long term strategic development framework based on selected targeted priority interventions according to local needs and elaborated in project pipelines fully synchronised and aligned with the overall national and regional axes and measures for local and regional restructuring and development within the EU framework.<br /> The objectives of the technical assistance under this consultancy assignment are that the City<br /> Development Strategy process: (i) receives adequate and appropriate methodological assistance and technical guidance, mentoring and coaching in examining the full range of environmental, social, economic, cultural, health and other key priority sectoral issues in the city; and (ii) through communication, consultation and consensus building arrives at an agreed City Development Strategy with accompanied Action Plan and project pipelines and project fiches that will target the EU Structural Funs as adequate and qualified for submission for funding to Regional Development Agency and relevant line ministries.
